WHAT DEMOCRACY IS?

Ongoing multidimensional crisis is the reason reproduced by the institutional setting by concentration
to be able at all levels. The exit of this crisis should be to pass to a new usual frame guaranteeing an adjustment of egalitarian
power; that is to say democracy. But how are we going to define democracy?
Everybody speaks about it today, but few succeed exactly
in giving us the true definition of democracy. Before starting the analysis of a new plan founded on democracy, wondering about the
sense of very word "democracy ".
The most common abnormality, which they find particularly at the academic's and liberal politicians
but also certain libertarian theoreticians, consists in merging the oligarchic system today predominant, said «representative democracy
", with democracy.
We read in the most part of the recent textbooks that word democracy comes from Greek and means « government of
the people » Having so posed as democracy is a type of "government" (error which certain libertarians resume today), the author immediately
points out that, if they intend to "govern « in sense to make decisions of authority translated by laws and regulations which are
obvious to the society, it is obvious that (except occasional referendum) alone some individuals can be "governments" in the modern
societies, where the population is very numerous. So that the definition of democracy is useful, it suits therefore, according to
him to give to govern a much weaker sense: « choose the governments and influence their decisions ».
This modern notion of democracy
has not report in practice with the ancient Greek concept. Habit to clutch different qualifying adjectives in term has still augmented
confusion, by giving the impression that there are several forms of democracy.
- The Liberals speak about democracy «modern, liberal,
representative and parliamentary»;
- The social democrats, of democracy «social, economic and industrial»;
- The Leninists spoke about
"Soviet" democracy and called the countries of the « real socialism » the « popular democrats ».
In reality, there is only the single
type of political democracy: the direct financial year of sovereignty by the very citizens. It is a mode of institution of the society
which excludes any form of government and institutionalism the equal distribution of political power between all citizens. This thesis
includes two important results.
The first, it is that all other systems which are called democracy (representative, parliamentary,
modern, etc) various incarnation of the oligarchy, that is to say the government by a minority are only.
The only qualifiers which
can accompany word effectively democracy are those who spread the ancient sense of term in economy and in all the social reports.
It is for it that it is a matter of « direct democracy. »
These appositive points out simply the strengthening of the ancient concept
of democracy in the fields of the social, the economic and the environmental.
The second consequence, it is that the call of the left
tendency "Society" to be deepened democracy has no sense, since it postulates implicitly that today's representative democracy is
really a democracy, that its difference with direct democracy is only quantitative, while in reality liberal democracy is not absolutely
a democracy but a « liberal oligarchy », as Castoriadis calls it precisely.
The thinkers of the society merge actual « democracy of
state control » (where in political authority is separated from the society) and the ancient concept of democracy (where political
authority, they are the citizens).
A
concrete example of the policy of direct democracy in Africa.
Afrogouvernance-By Gustave Botela Lipo - March 03rd, 2008.
The
most part of the governments of Africa, are wedged in the corner by the representative democracy which is poor in no way, but it is
necessary to acknowledge that, officialise is too heavy for most countries in Africa in search of economic stabilization.
If
for the years of independence (1960), certain countries Africans still do not succeed in becoming stable politically, economically
and socially, you should not always show of the finger that it is the error of others.
Democracy has several facets. A country
may change its trajectory, in the breast of the arena of democracy. If the expression of representativeness does not work, where do
not fit to culture and to morals of the citizens and citizens of the country, the leaders can meet and change the gun of shoulder.
It does not ask for the approval of a third country, because it is for the ease of the people. There are other expressions among which:
indirect or direct democracy.
Later, we shall study democracy Chinese, and to explore in spare part and to try to understand
their point of view of the definition of democracy.
Whatever is the political system instituted in a given country, objective
is always the same; that is to say support his population. If the leaders where the guarantors do not there succeed in satisfying
the ease of its population, then it is bluntly necessary to leave the place to those who are able of safeguarding the interests of
the people.
As defined more high, the gouvernance is not exported. Every country has its own gouvernance which invite in the
morals which are clean to them. The governments have to listen and satisfy the people first. It means that it is necessary to serve
the people and not to use.
In the text below, example portrays of the gouvernance under the system of direct democracy instituted
in Libya by Mouammar Kadhafi, is a subject of studies and meditations.
