If it is it the new mathematic-political equation of the XXIth century for the rebound
of democracy and governance good in developing countries, where simply it is the end which justifies means, the developers of aforementioned
equation have to show us approaches and hypotheses as for the final resolution of this system because, up to proof of the opposite
this equation of 4 + 1 =?, it seems to us very contradictory and incomprehensible.
D.R. Congo is the first country in Africa
if not in the world, to live this experimentation with an equation of alliance with four presidents under the same territory. A combination
never seen in the world, but prepared well and orchestrated by the others on the pretext of getting outside this country of crisis
which has never ceased heretofore mining this nice country. Since elections or saying free and democratic of
The UN always assembles this country for several years before the establishment of regime of four, during
and after elections that is to say; for more than ten years, or from 1997 - 2009 and this organization does not count and is not ready
to leave this country within the foreseeable future. Even though this country has a very heavy balance to pay its contribution to
the UN, aforementioned organization prefers staying without corporate name that to leave, however nothing becomes a reality on the
mission which she pretends to fulfil on the ground.
What justifies the instability of this destructive and such a contradictory
system it is on the geopolitical, economic and social plan of this country? The population of this country can manifest the evolution
it of situation on the ground of the type of the system or saying democracy and of the governance good who reigns in this hanging
country and after equation of (4 + 1 =?).
Perhaps as; it is such a simple equation but that it is the supporters of Congolese’s
power who could not develop equation to deduct in another way and find a simple and desirable resolution from it which is favourable
to the policy of the country proclaimed since independent and sovereign 1960. Unfortunately, the country is only sovereign for a certain
coat of the Congolese’s and Congolese’s who protect international interests tirelessly and make fun of it of the population.
Let
us not take hypothesis that Congolese case will be similar in the Malagasy, but the likelihood of success and all variants show not
likeness, seen the geopolitical card which separates the North and the South. In fact it is only a temporary resolution to satisfy
the political adversaries of the region but everything will finish by elections that absolutely necessary have to make cast the blood
of the population because, those who instituted this system, know beforehand which will be permanently put at the head of the country
in the check where poor liking of the population. We can already draw the synopsis for the losers; before, hanging and after as they
say transparent, free and democratic elections. It proves us once again of more the signification of equation of four, but they continue
applying it only in the African continent and the Africans leaders are always dispose to approve it. A poor experience is not enough
for understanding that it is not a dependable regime and a system?
The Euphoria of this regime will not be long for the Malagasy
people who seems according to certain mass media who tries to extol this system of (4 + 1 =?). Mass media can definitely extol this
type of system or regime which has never existed in the safe world in Africa and let us not forget that it is the African population
which will always pay price and very a lot final bill. By speaking bill: Who will finance elections? Where from will come the wages
of 4 + 1, if it is only the assets of the coffers of the state that deflate in expenses of the taxpayers, and without forgetting the
team which composes each of four, an always fictitious team, composed of the every possible advisers, etc. We know that a government
produces only services in the population. What type of services will be able to pay and the civil servants already with outdated of
on their wages and the new floating teams where composite 4 + 1 =?
Of course that silver will not miss because, signatures
for borrowing will be obligatory for survival of no population but of functional teams of every 4 + 1. The borrowings which are useless
expenses which are only fattening already blocked up national debt and every child, plus and apart those who have already come into
the world, who will be born in future, will already have a too heavy fiscal load and so Africa will remain always dependent on others
still hanging centuries and centuries.

Definition of democracy[1]
Etymology: of Greek dêmos, populate, and kratos,
power, authority.
« Democracy is the political regime in which power is detained or controlled by the people (principle of sovereignty),
without there being owed differentiations birth, wealth, competence... (Principle of equality). As a rule, democracies are indirect
or representative … »
Throughout our debate on the notion of democracy, we shall try to show all possible facets (advantages,
criticisms, etc) of this notion from the point of view of the worldwide governance. That is to say; according to the connotation of
every group in the different coats of planetary societies. Especially in the particular case which concerns us here, it is democracy
in Africa. A continent which is confronted to this notion of democracy and how the Africans leaders the interpreter and the sconce.
Let
us begin with the first point which is: It is because a political regime in democracy.
According to always definition; a political
regime by Etymology: of regimen Latin, action to aim, to drive and to govern. In summary, this regime is an approach of a model of
organization of a State. It is also layout to govern and to manage a State. Supporting question is to know, if it really exists and
indeed a political regime improves on all political regimes on this planet that some people apply them and that the others boycott
them?

Platon and Aristote established a classification
of governments according to the origin of sovereignty. Aristote defines three types of government so: kingship, upper class and democracy
and three corrupt forms of these regimes: dictatorship, oligarchy and demagogy.
In this debate summary on the notion of democracy,

Definition of sovereignty: Etymology: of sovereign (supreme authority of a monarchy), from Latin superus,

a plan in hundred years, educates your children. »
